Medicaid beneficiaries in North Carolina whose Medicaid services have either been reduced or denied have the right of appeal of that decision. Beneficiaries complete a Request for Fair Hearing form and submit it to the Office of Administrative Hearings (OAH). When the request for Fair Hearing is received by OAH it is given a case file number and sent to the Mediation Network of North Carolina. The Network office immediately assigns the appeal to the most appropriate Mediation Center which will contact the beneficiary and offer them the opportunity to resolve the adverse decision.
